Would there be any way to detect sound being played with Lua and raise the pitch of it?

If your just after the file paths then just search 'Sounds' in steamapps.
If your on vista of course, vista makes searching easy.

No, I mean, is it possible to slow down/speed up sounds dynamically? Say you have a time controller thing, and you want to set the time to half the normal amount of time. Is it possible to slow down all sounds coming to half their normal speed?

Yes you can pitch shift, you dont need LUA if its in game contraptions, use a wire sound emmiter and use 'Pitch relative'.
0 = 0% Pitch
1 = 100% Pitch

He means can you add sound effects to sounds that aren't played by the sound emitter, like a gun firing

I think he means that the sound that comes when you fire a gun will have diffrent pitch, or a soundscape with diffrent pitch.
